We are changing out the main water line to the house and are experiencing sand/dirt in the inside lines causing either low or no water flow. What is the most efficient way to clean the lines and should the water heater be drained?

Do not bother to do anything until the new line is installed and operational. Once the new line is working flush the water heater by opening the drain spigot, direct water to a drain via a length of garden hose if you must. Afetr the heater is thoroughly flushed you can move down stream to the nearest fixture. Remove and flush aerators. With the aerator removed turn on both hot and cold water. If there is any restriction the mixng valve must come out and be flushed. By all means start with the water heater.
