I Have a 2006 State Select Hot Water Heater and the hot water is scalding hot, and my teperature settings I have 2 are set on low. There is a red reset button on the top thermostat that keeps poping so I have to reset it but the water still gets scalding hot. Is it the thermostat ? Or the heating elements ? The MODEL # ES652DORTGW. Hope you can help me thanks CRAIG.

I think the thermostat for the heater is failing and not shutting down the heat once the set point is reached. Get a temp reading of the hot water directyly from the drain spigot and then come back here to tell us

Bob nailed it.
Your thermostats aren't cutting off at the temp set point. Replace them and see if that doesn't repair the problem. Most new heaters come with a 120F setting. Good luck, Tom

I think that you have an element that is burned out and the one side that has the 120 volts going to it is grounded to the tank and therefore it is heating all of the time, only at half of the power, eventually getting so hot that it reaches the limit of the Red clicks on safety and shuts off the heater, making you have to reset it often.

Do you have one or two elements, this heater uses a element called a "Ground Hog" and is curved and sometimes is very hard to get out of the tank. But that is what I would replace it with because they do last longer.

Wouldn't a grounded element just blow the breaker as a short?
