Hi what do we as Americans do when lowlife collection agencies send all our personal info to Eastern countrys like Egypt and such, to collect debts from the US citizen? With all the identity theft going on, I'm supposed to trust somebody making 3 bucks an hour

You, as an American, should pay your debts so they don't need to send them overseas. As for what gets sent overseas... the company doing collections is responsible to US law and if they are found out of compliance, it's the responsibility of the US authorities to deal with them.
Who you choose to trust is irrelevant since you have already proven that YOU are not worthy of trust yourself (the agreement to pay the money you owed)

And they data is "less safe" there??
What lesser computer programs are they using there that makes you fear the data is less safe.

We pay our bills and don't worry about things like this.
And why do you think an overseas collection agent is any more or less safe than one in the US?
