I just brought home a brand new Kenmore Elite HE4 Dryer and it will not turn on.

Make sure you connected to cord properly.

If its one of these computer type models, you will most likley have to refer to the manual, and maybe call the help line if you still have trouble.

Its common for some equipment to have a jostle in shipment to knock a safety switch or wire out of kilter, if that's the case, you may have a warranty claim on your hands.

If you had the appliance shop install it they should have started the machine to verify its operation, if you installed it then your on your own in that respect.

Make sure the plug is connected properly, your breaker/fuse is set, the door is closed, time is on the timer, and press start. If it does not begin, reference the manual, if that doest help, you will want to contact the dealer you purchased it from and ask them.
