If you do not start a job, then you do not have any income. So you do not pay any taxes.

Your income is subject to SS tax at 6.2%, Medicare at 1.45%, federal income tax and state income tax.

If you did not start the job and received NO income, then NO taxes are due.

Further, even if you received SOME income, if the amount is LESS than your personal exemption for 2009 ($3,600), no tax return is required because your personal exemption will offset the income to the point that no taxes are due.
