If the crawl space is made of cinderblock then the vent holes should have already been there when the crawl space was first made.

If a modular home was placed on a crawl space it should have had the vents already there.

Does the crawl space have an access panel door? If so, the door can be converted into a vent.

It was a sturcitnal engineer and he sait it needed 16 vents and yes it has an access door

Is this a new home or a used home. What does the County Code have to say about this. I worked for a manufactured home dealer who built many cinderblock crawl spaces to put under modular homes. The venting issue was left up to the County Codes where applicable. Also the home had to be professionally set onto this foundation by a set crew and inspected at the time it was set.

I don't see where 16 vents would be applicable. Usually there were 4 vents plus one access door in the modular homes' crawl spaces that we built for the home.

Also, is there a Manufacutred Home Commission in your state's government? There is such an animal here in Ohio and probably in your state as well. Call them and ask just what are the requirements for vents in the crawl space of a modular home. Essentially THEY are the ultimate authority after the County's Codes. - Not the structural engineer.

Most lenders (FHA included) are nuts when it comes to modular homes. They do not understand them and have lots of misconceptions about them. Anytime we had FHA involved in any kind of a sale/loan of a new modular home the loan never went through.

You need to contact the Manufactured Homes Commission in Columbus and ask them about the vents and you'll find out that 16 are not required. If this home is relatively newer then you can hire a licensed Manufactured Home Inspector to professionally inspect your possible new home. The inspectors we dealt with knew all the proper Ohio Manufactured Homes Codes and stuck with them strictly when a brand new home was delivered and set upon any cinderblock crawl space. The folks in Columbus can give you a list of such licensed inspectors in your area.

If the loan with the FHA falls through, there are several other loan brokers out there who actually specialize in mobile/modular home loans. You can find them on the inernet. They have competitive rates if you have a good downpayment and good credit.

If the home is "married" into the real estate (as most modular homes are) then the home is still under the Ohio Manufactured Homes Commission's baliwick and their Codes prevail - NOT the engineer's requirement of 16 vents. In Ohio as of July, 2007 all mobile homes and modular homes that are new or moved must be inspected prior to the home being set upon cement pilings or cinderblock crawl spaces or full basements. Then the electrical and plumbing must be fully inspected prior to occupancy and a Final Seal of Occupancy is issued for that home to be legally occupied.
