May be related to video card drivers or possibly corrupt RAM
Can try to update your video card drivers

How did you reinstall windows? If you already reinstalled I would assume trying again may not hurt.
Check link below and see if the steps given are the same as you had tried earlier.
If not before, would suggest to use the format option
How to Format Drive and Install Windows from Scratch
Geek to Live: How to format your hard drive and install Windows XP from scratch - Feature - Lifehacker (http://lifehacker.com/software/windows/geek-to-live-how-to-format-your-hard-drive-and-install-windows-xp-from-scratch-157578.php)
Once installed, check all your device mgr to make sure no red or yellow marks are present (and try to address those first if exists)
Now install an antivirus and malware app
Once installed and bare system working properly, when you install prgrams, install 1 by1 and make sure they work properly before installing another one and a restart between would be good idea to see if can narrow down what may cause the issue.
And also, depending on what programsa you are installing, beware of viruses or malware that may be with something that you are installing.
