Hello,
I have a condo. My neighbor upstairs flooded my and does not want to pay for the water damages. If I take him to small claims court, win and he still does not want to pay. Can I place a lien against his condo? What is the minimum amount of money I should win to place a lien?

I'm not sure you can place a lien. Judgements for something like this may not applicable to a lien against real property.
As for what you sue for, that has nothing to do with collecting. You sue for the cost of repairing the damages.
I'm wondering what you condo assn has to say about all this,

The association said this problem is between my neighbor and me upstairs. They do not want to be involved.

Sounds like cowardice to me. But the rest of what I said still stands. You need to check your local laws to see if you can place a lien on their condo. But even if you do, you can't collect until they sell.
