I have 19'' used LCD Tv, which I have to take to india with me. Which is the best way to take to india. (cabin bag or cargo).

If in cargo how much charges will come.
If in cabin bag (easily fits in cabin bag). Will be any problem at indian & US custom?

No problem with US custom as it's outbound. You should bring receipt with you... and declare it as "used" item.
