I am H1B.

-While issuing a paycheck, is it a compulsion that the employer deduct all the taxes?
Or
- Can He deduct a minimum and leave it to me, so that I can at the year end(when w2 is issued)?

-- Can I ask my employer to not to deduct at the source, so that I can take care at the year end?

If you want to claim 10 exemptions that's your prerogative to do. It will be YOU that will have to pay any taxes due at the end of the year to the IRS. The employer has no say in just how many exemptions you can claim.

An employer is required to withhold taxes according to established federal withholding scheduled. You can claim a higher number of exemption on your W4 to reduce your withholding. But if you have to pay at the end of the year, you will incur a penalty.
