She's telling you she wants to be on your side lines in case you want her back. She wants to be in your life again, but not all the way.

If you were completely over her, you wouldn't care if she texted you. Sounds like you still have some unresolved feelings for her, which is why you are on this forum asking for help.

Ask yourself, do you still want to get back together. If you don't, then ignore the text. If you do, then you're going to have to sort out your feelings.
