I have installed a 520square foot addition on a 2080 square foot house. The electrical inspector said I would have to update all wiring to the 2002 code. The dryer is on a 3 wire feed and he siad it would have to be changed to a 4 wire. I didn't change the dryer should the wire still need to be changed? I also installed an arc fault breaker on the bedroom circuit and that also feed the hallway light. He said that since this is a means of egress it cannot be on an arc fault and I would have to re-wire this. Is he right?

He is the AHJ, Authority Having Jurisdiction.
He is taking the opportunity of your addition to upgrade some of the other items that fell under the older code.
Before arguing the issue with him on this one should first check the local codes, to see if there is anything published, and he is not just making a snap decision.
The 4 wire dryer is the newer code. But the dryer is not being changed and in the area, I assume, not being renovated. If so, he is kind of pushing it.
I am not aware of any National code that requires egress lighting to not be on AFCI.
Makes sense, may be a local code.
May not be worth the effort to argue any of this with him, however, you may always appeal to him for a waiver, and if your still not satisfied, you can always go before the State Board or State Electrical Inspector.
Be sure to check with the State code, to be sure these requirements are not published, before requesting an appeal.
Your title states "rewire entire house', and you listed only two issues. Hardly rewiring the entire home.

It will depend on your area, I am wathing "flip this house" and they had almost the same issue, and had to redue the entire house electric.
If you used a licensed electricial they should have been aware of this
