I remember only one scene...

There is a young girl with black hair, I think she has a sibling or friend she is with through most of the movie. She goes to a bridge over a river, falls in and is swept away. There is a witch they are scared of who lives in the woods. I think the witch ends up saving her. Must have been early-mid 90's.
