Do you actually need a license to operate a cleaning business if you have a business name an an EIN number? Or do you have to be bonded?

Business name? Have you filed the business name as a fictitious name or have it set up as a corporation ?
But yes a business license is needed if your city requires it.

I heard that I would not need a vendors license for this type of business in Columbus, OH because I'm just providing a service and not selling a product.

At least here a "vendors" license is different from a business license. A vendor would need both a license to be a vendor and a business license,
A person teaching piano lessons in their home is suppose to have a business license in most areas. I have an insurance license, but to open a office I would also have to get a business license for the office.
Each location may differ of course, the I would start with the city clerks office that does business license.
