I have a company that has laid flooring for us.They stated the moisture under our house was too high and was causing the flooring to "bubble".. They put these "Moisture Fans" under our house.They ran Non-Stop for 9 days.. Is these the correct thing to do and for that amount of time?

No, the moisture will eventually return unless you find the cause and cure. What type of flooring are you doing and what is the existing sub floor? Did they talk to you about installing a vapor barrier under the floor? If not get another bid.

Does your house sit on a crawl space, basement or slab foundation?
ballengerb1 is right about the need to locate and fix the source of moisture, otherwise it will not only come back and warp your floors. It will cause mold and rot of floors, sub-floors and floor joists.
However I need to ask you what kind of foundation you have and over what kind of surface is the floor to be installed because methods for moisture control differ depending on what kind of structure you have in place.
