Does the hard drive have an operating system installed or did you just get it and trying to install using an install CD and you can't boot to the CD?

What happened to old one?

What comes on the screen when you boot PC?

Does the cd drive light come on when powering up?

As much info will help out, anything can think of

You should be able to come to a BIOS screen when you turn on computer with the new drive, does this come up? What does?

In windows explorer, is the cd rom drive listed there? If so, what drive letter is it?

With disk in drive, click on the cd drive letter, what comes up?

First thing to check is device mgr.
-Right click on my computer
-click properties
-Go to hardware tab
-click device mgr

Are there any yellow marks listed there, if so what are they?

Can you click on the + sign next to CD drives and see what is listed there

If there is a yellow mark next to the CD drive, right click on that and choose uninstall, say OK

Close open windows and restart windows, see if cd rom can read any discs now

Any other info that may come up or can think of could help

Often you have to make sure you put in the other disks that came with the computer so all the specific drivers get installed.
