My backyard is dry and barron. No grass is growing just dirt. I wanted to "start over" and plant new grass. Would tilling the whole yard be a wise move? Ground is unlevel in some areas from crawfish and dogs. If I tilled the ground and leveled the surface would it help?

Tilling is a good idea. It'll loosen up the soil and help make it easy to plant. Leveling the surface is a good idea because no one wants a lawn with a bunch of holes where people can trip and sprain their ankles. None of this is absolutely essential, however, to the growth of a new lawn. Basically, you need fertile soil, seed, water, and sunshine. If you have all of those ingredients, it should be pretty easy to get a lawn to grow.
