There are several Chester L. Williams noted in the birthdatabase.com. If you know the approximate year of birth and location that would help. Even a guess might get you closer to finding him.
The other option is to use ussearch.com.

This should be moved to missing persons. We need approximate ages as well as the last place both people lived.
