My carrier airhandler fan does not come on I just paid a service tech for a diagnosis and he said the fan relay was bad he jumped 2 connections and the fan came on he said they would call tomorrow with a price to replace the fan relay he never did check to see if the outside unit was working after he left I jumped the air handler fan and it came on however the outside condenser unit is not coming on and all the fan is doing is blowing warm air
What can I do now?

Best to wait for his return and see if the outside unit gets working again. He might have on a temporary basis disabled the outside unit to prevent damage from happening when the inside blower does not work.
