I have a 1999 Honda Accord with a 2.3 Vtec engine. I just replaced the fuel pump and I am not getting any fire at the pump when it is trying to start. The 15 amp fuse in the dash shows good. What am I missing?

Have you checked for spark? I have yet to see a bad Honda fuel pump. If the CEL comes on and then goes off after 2 seconds, when you turn the ignition switch to ON (Position II), you can hear the main relay click and the fuel pump runs, and there's no spark, the problem is distributor-related. Most likely, you need to replace the Ignition Control Module (ICM) and coil:

If the problem persists, the internal distributor sensors (CKP, TDC, and CYL) may be damaged. These are unserviceable and require replacing the distributor housing (genuine Honda only)--install your new ICM and coil in the new housing.

On the 99 Honda Accord, a new distributor was installed a month ago by professional. Last week, car would not start at all. Old fuel pump was removed and checked and found to be bad. New pump will activate when connected to outside electrical source but fails to engage when ignition is in start mode. Any more ideas?

Perform tests in the link below:

You still did not answer my question of whether you have spark at the plugs.

On th 1999 Honda Accord, I do have spark. In addition, there is now some fire at the pump, however, it just barely illuminates the test light.
