My neighbor has her dog do his business in front of my balcony. The stench is entering my apartment. I have addressed this matter with the apartment manager and they seem to be sweeping it under the rug. I am fed up and want out of my lease. Help

Send the manager the complaint certified return receipt. Now you have proof that you informed them of the situation. Trust me you will need this!

Ok, I'm sorry about that. I can't help myself sometimes... Once you get your complaint DOCUMENTED by sending the letters mommy suggested, and if the landlord does NOT address them, you can break your lease using the term "constructive eviction".
I'd take pictures of the puppy pooping too.

I take it your neighbor doesn't clan up after her dog? You know, with a "pooper scooper" or similar tool. I believe the law requires that in most jurisdictions and I would certainly think that your landlord would require it as well. You obviously can't stop your neighbor from having her dog do his "business" but she should be cleaning up after him. Try going along that angle.

I will look into all the options. Can I fax the letter and use the confirmation as proof or is a certified letter the best option. I went yesterday and the management staff actted as if they did not know who I was talking about, yet they supposedly addressed this issue with the same tenant a few months ago. I really want out of my lease.

You can use any form of written notice that you choose. You're probably going to have to show it to a judge, and if it's good enough for him, that's all that matters.
However, a fax receipt doesn't say what was faxed... Nope. I'd do as you were advised to do. That's why you came here, isn't it??
We know, you want out of your lease. We told you how. Nothing is going to change. If you do it any other way, you'll be sued for the balance of your lease period, and you'll LOSE.
I get the sense that you have OTHER reasons for wanting out besides the poop. Want to tell us about it?

You are right. I do plan to use the advise that you have all given me. I will keep you posted. As per other reasons, there aren't any. I was happy with the property and even renewed my lease last November. This neighbor got her dog in January of this year. We dealt with the matter, items from my balcony later disappeared ( coincidence). She now started it again the management is acting as if this never happened before. They once told me that if I witness it to report it and they will do something. Now they say that they too have to witness it. I feel not only disrespected by the neighbor, but the management as well.
My husband is disabled and I now fear retaliation on him while I am at work. Hopefully I am just over thinking this. Thanks for time. Again, I will keep you posted.
