Have rheem criterion unit R & W shows 24v , but C & Y do not show 24volts . What could be wrong

I would go to thermostat and jump directly from the red to activate air handler motor and, and also second wire to activate compressor.
Outside compressor gets 24 volts from 2 places(1 from air handler and 1 wire from thermostat)to get 24 volts to compressor contactor to activate compressor contactor, and if present, and if you have 240 volts into contactor, you should have 240 volts out.
If all test good, hook thermostat back up
