My central air is running in the house, blowing a little cold but noticed the unit outside is not running. Is that a big problem?

The outside unit MUST run to properly have the air conditioner work. You need a service call. Could be a relay switch gone bad or something more like a fan motor. You need both the outside and inside parts of the a/c to run to properly cool your home.
