I would like to know what web site can I go to for information on the matter of Ohio law to see if it's that simple for him to do what he is saying because he said he send papers to California already giving up rights to the kids and he send them to the childsupport office already signed giving up rights?

He can not just "give up his rights" in fact even if he wants to and you agree to let him, you still can't
What you need to do is file for custody and child support and stop listening to what he thinks

I don't have nothing to do with the filing of childsupport because California opened the case for me because I receive assistance from the government so they opened the case on there own and it comes from the state of sacramento

Sacramento is the capital city, not the state
Are you saying the state is trying to get back some of the money they are paying you by filing for him to pay child support and then collect it from you?
What does Ohio have to do with it?

1. what type of court order custody agreement is there ?
2. is there court ordered child support
But of course if you collect government welfare they will always go after the child's father if he is not paying child support. That is why they ask all about who the father is when you get welfare.
But he just has to pay, no way out of it, and you should have been collecting the money for the child from him anyway.
He can not give up his rights, esp just to get out of paying

State of Sacramento? Hum.
You can't give up parental rights unless someone is waiting to adopt, as others have said. By the way, the reason the state opened up a case is to seek reimbursement for welfare it's paying.
