I have a vague memory of this movie I saw in the late 80s or early 90s on TV. I’m not sure if it was a movie made for TV, or one of those movies that made it to the theaters but wasn’t a big hit.

It was about 3 friends, one black dude and 2 white dudes. The scenes I remember: the main characters getting into a fight with punk rockers outside some bar / the main characters sitting in their car and the black guy rapping (he was pretty good) / one of the white characters getting a girlfriend at one point and the other white dude being jealous and angry. In the end the jealous dude ends up in jail (I think for stealing a car). The movie ends with the main character (the one with a girlfriend) visiting his pal in jail. After the visit, he gets out of the building, looks back up and sees his friend watching him from a jail window. He then spots a car whose owner stepped out for a second (I think to drop off the mail) and left the car running with the keys in the ignition. So our main character gets in the car and takes it for a spin around the block, then comes back and hands the car back over to the stunned owner. The other guy is watching it all from the jail window and starts smiling. The end.

I know it’s not much to go on, but any help would be appreciated. I’d really like to know the name of that movie.
