A skill matrix is an HR tool developed to measure the skills of different employees within a department.

You may make it simple or elaborate but basically it is a measurement tool.

For example you might have a simple chart with names across the top. Than you might have different measures for skills down the other side. YOu could put either an X for the ones that match the employee or you could us e numebers say 1,2,3 for high knowledge, medium knowledge and low knowledge.

Allen Nancy Jane
Answer phone x x x
Takes Orders x x
Customer service x x
Solves problems x
works independently x x

Job specifications are what skills are needed to do a specific job. This is pretty much the same as what you will find on a job description:

Warehouse Shipper

Must be able to lift 50 pounds
Knowledge of Microsoft office needed
Experience with shipping equipment
Must be able to stand for long periods
Must be able to read and write instructions

Whatever the specifics of the job may be.
