If I attempt to download, lets say an article. I highlight the information I want to copy or download; then I am exported to a plank page with a notation in the upper left conner say-
Saying "unable to download"
I am doing a presetup so I can update to Windows Vista

Does this happen on every download, or only on some types or from some particular web sites?

Try resetting Internet Explorer (I assume that's what you are using). In IE 8, go to TOOLS | Internet Options | Advanced. There is a button there labeled "Reset...". Use that.

If you still have a problem, post the URL of an article you are trying to download.
