Hi I'm new here and not sure where to post my question. I am getting married in oct 2009 and want to have my nephew to come here as a tourist and be one of my ring bearer he's in the philippines and I don't know where to start.

A parent of his applies for the B2 tourist visa at their home consulate. Must show he is visiting, I would include details of the wedding and his return tickets.

Hello DCcityboy... thanks for the answer but my brother in the philippines tried to apply for a passport and B2 visa and they were told that I have to be the one applying for B2 visa and passport for my newphew... how true is that... HELP... thansk

He is wrong, the only person that can apply for a passport is the foreign national. how can a US citizen apply for a foreign passport for anyone? doesn't make any sense. No foreign government will allow a USC to apply for an unrelated foreign national.
Same with the visa, the applicant, in this case a minor, through his parent, applies for the B-2 visa.
Your brother is confusing the requirement for approval of the B-2 visa, and that is information, in the form of a letter, detailing your nephews visit, finances and dates of arrival and departure. I advise y0ou to confirm this information from the US consulate or embassy website. There is information about the visa application process, fees, timelines and how to schedule an appointment.
