Why not ask him out for coffee, or to dinner? Make it casual. If he likes you he'll likely say yes, if he says he can't then you know he just likes you as a friend.

I am interested but since we do business with him I am not sure if he wants to cross the line. Well, then I am sure you would like me. It is subtle flirting but I am sure it is noticeable. We are doing his website for him and he is not hear all the time. He is also good friends with the owner of the company. I am going to try anyway and see what happens. It can't hurt, all he can do is say no. I can handle that, I will still act the same no matter what. Its not good to give up a possible opportunity.
