My husband has a 2 year old little girl that lives her mother. He got a paper in the mail from the court house where she lives stating she has soul custody and he he no longer has visitation right. Does this mean he no longer has rights to his child? And if so how is that possible if he never signed his rights over?

It doesn't mean he doesn't have rights to his child, only that he lost visitation for some reason.

Get a copy of the court's file and read what happened.

It merely means that the child's mother filed a petition in court asking that all of the visits be stopped.

Can I assume he has no contact with the child, seldom if ever vists.

Also how far behind in child support is he
