Grants? Often you may get tax breaks if you provide enough jobs in some areas, if you put your business in some depressed area. But normally there is just not free money. You will need to raise some funds anyway, operating expenses and money to live on for months till you start making money

There may be grants available if your business fulfills a need that the community lacks. The best place to check is www.sba.gov (http://www.sba.gov).
But before you can apply for such a grant (if one exists), you will need to put together a comprehensive business plan. The plan will need to show a place to use as the hall, show how you will use the money to rent the place, fix it up, buy equipment and supplies and hire staff.
You might want to check with the people at www.score.org (http://www.score.org) to help you prepare.
But I do have to warn you, this is a longshot. You will be doing a lot of work for little chance of success.
