I remember a wolf who was trying to sleep in a little shed and he kept yelling..

QUIET QUIET, I SAID QUIET!! WHEN I SAY QUIET, I MEAN QUIET... I can't remember but think it may have been pigs who were waking him...

Possibly Blitz Wolf, a cartoon parody about World War II made in 1942?
Blitz Wolf (1942) - IMDb user comments (http://www.imdb.com/title/tt0034524/usercomments)

If so, it's supposedly available on DVD.

I saw it on a Woody Woodpecker show. I don't know if Woody was the one making the noise.

If it was woody woodpecker here is a site
Animated Views » Woody Woodpecker And Friends: Classic Cartoon Collection (http://animated-views.com/2007/woody-woodpecker-and-friends-classic-cartoon-collection/)

If it wasn't Woody or Bugs
My guess is one of Tex Avery's cartoons.
