In the Local paper -it explains and shows success story of 2 children, it give the names and ages, as well their family they are living with name and address, these 2 girls are foster children living with a foster family. They are under the age of 18 and are still in the system. Is this a HIPPA violation? The whole area now know's that these children are foster children. The interview was with the foster parents as well as Social Services.

I don't think this crosses any line and definitely not a HIPPA violation.

HIPAA (And its HIPAA, not HIPPA) applies to medical service providers.

Why would you think this is a HIPAA violation? It would help if you understand what HIPAA is before you ask questions.
There are two reasons that HIPAA is not remotely involved here. First, no medical diagnosis or treatment information was revealed. HIPAA only applies when a caregiver reveals such information to a 3rd party without authorization. Which leads to the second reason, for an article like this to be published in a newspaper releases had to be signed. So permission was given for the information to appear. So even if medical info was revealed, permission was probably given.
