I'm applying for a I-90 for my daughter,does she have to appear at the application support center at the time of appointment?she'll be going to Philippines on the end of the month... is her appearance at ASC important?

Yes, if she doesn't get her biometrics, they cannot do the security check and so won't issue her new I-551.
If she can't make it on that date, there is usually one day a week for people that can't make that date.

The answer to your question on the I-90 application is;
Yes, your daughter and anyone that files for a green card has to go to the biometrics appointment.The reason for it is,they will need to take fingerprints,photo and they also need a signature from the person that applies.

As they are all the same issue.

The biometrics are full 10-print, plus digital photo and signature for the I-551. She must go.
