I pulled my toilet and seen the flange was cast iron. Flange is fine but the bolts are broken off. Is there any way to get the bolts out with out having to replace the flange?

Sure is...
Use a screwdriver and clean away the wax that is stuck in the bolt slots of the flange. Some of the wax may have hardened up a bit over the years but if you take your time and work at it bit by bit you should be able to open the slot wide and long enough to slide the old bolts to the widened part of the slotted channel.
Here is a picture of a cast iron flange... they haven't changed over the years.
Be clear, however, that some of these flanges get very thin at the thin part of the slotted channel and can easily break off if mistreated... so take your time... ;)
If your flange does break at the slotted channel, pop back and we can discuss the SPANNER FLANGE... a repair part for such an instance as mentioned.
