Why is the father pressing charges against the mother for controlled substances in the system of a third person, the daughter?

The father can not press charges, he could report it to the police, report it to children services.

The DA could press charges against the daughter for illegal drug use.

I would assume the issue is how long can this be used in family court againts the mother.

Depends, most of the time the past is the past unless there is a history of similar things happening.
