Gas or electric?
If you're sure you have heat (either a flame or the electric heater is working), I would bet on a plugged vent line. This is very common. I recommend disassembling the vent line and cleaning it out. This should be done periodically even if your clothes seem to be drying. It's a protection against problems with the dryer and a protection against fire.

Also shorten the vent hose; kinks or excessive bends in the hose will cause the unit to indicate overheating.
