I came US first time(H1) in June08 and wife and daughter (4 Yrs) (H4) came on Oct08. As I am Resident alien and filing 1040A married jointly, can I eligible for Child tax credit? Prior to US, they were living with me in India.

I am not an expert but I am pretty sure that for claiming child tax credit - your child must have a valid SSN (ITIN holders are not eligible)

When you applied for your wife/kids ITIN, did you include your complete tax return with spaces blank for the IRS to fill in the ITIN numbers?
Usually, once the ITINs have been established, the IRS fills them in and then forwards the return onto the appropriate dept

You filed joint return as residents. Yes, you must declare your worldwide income for the year. If you paid any taxes in foreign country, then you will file Form 2555 or 1116 for foreign income credit. Read: Your U.S. Tax Return: U.S. Citizen or Resident with Foreign Income (http://taxipay.blogspot.com/2008/03/us-citizen-or-resident-with-foreign.html)
Now you must file Form 1040X. Wait till you get ITIN for spouse and dependents.

Thank you so much MuktaA for clarifying and replying the answer. Regarding ITIN, As I know, few states are allow auto extension till ITIN and California is one of them but I have three states Income as NY, NJ and CA. Are NJ and NY also allow auto extension for ITIN?

If you have refunds coming from all of the states in question, you already have the required extension if you filed a federal Form 4868.
You are also eligible for the Child Tax Credit even though your child has an ITIN.
Yes, you DO need to declare your world-wide income. If you failed to do so initially, then you must amend your return using Form 1040X to add that income. Using Form 1116 (Foreign Tax Credit) to claim a credit for the home country taxes you paid on that income will mitigate the impact of the amendment.
