He has a savings account in SBI and he is waiting for his provident fund money to be credited to his SBI Account.

Can ICICI bank use Right to lien and debit his SBI Account to recover the card due.

Yes and no. The credit card comp[any would have to file suit against the credit card holder and obtain a judgement before they could attach funds held in an account in another bank.
