What sort of pads are you using? Also are the pads on the carpet or a hard surface like tiles? A lot of dogs hate the crinkling sound that the plastic backing makes.

First of all are you sure you want the puppy using pads? It can seem like a great idea... at first, but in the long run it becomes messy and expensive. I know because I've done it myself. If you are able to tell when the pup needs to go to bring him to the pads, why not that extra step and bring him outside?
If you have intentions of ever teaching him to go outdoors then pad training will make it more difficult in the long run because even though it is in only certain spots, pad training is teaching your dog to potty in the house. Breaking old habits are harder then teaching new ones.
If you are adamant about using them then first of all you are going to want to get a good carpet cleaner that has enzyme remover and thoroughly clean your pups *flagged* potty spots. You might also want to try limiting him to a small area covered by pads until he goes, and then make a big fuss over how good he is, and give him a treat.

I agree to try to get the pupy straight outside to save on confusion! Take the puppy outside as soon as he wakes up, about half hour after food and don't let it come in until he has "been" and make a big fuss... vets recommend to take them on a lead so they don't get distracted and just run around personally I don't but its an idea. At least this way he will associate outside with toilet.
With some pups it seems to take forever but as long as you peservere you will win!

I have Poms and they are very difficult to house train. They are very smart dogs so I don't know why they don't catch on to this easier. But, some people litter train their puppies and it seems to work very well. You can get the litter and tray at the Pet Store. It is not the same litter for cats so don't try that, it won't work and it is messy. Put the puppy in an exercise pen with the litter box. If he does not use it on his own put him in it as you would on the paper. Don't allow him to run in the house without close supervision. Also you can put belly bands on him to prevent him from peeing on the carpet. If they can't smell where they marked they get discouraged and will go where they can smell it and that is where ever you decide you want him to pee. Don't rub his nose in it. He doesn't know why you are doing this because they can not rationalize. It will take patience so hang in there. It will happen but with Pom's or any toy breed, it won't happen overnight.

First clean up carpet with a product called natures miricle found at most pet stores. Then use hartz clean earth biodegradable puppy and dog training pads they are the best I found yet and I used a lot of different ones. Also try using wee-wee puppy housebreaking aid spray follow directions do in a small room or area so they get used to them. Also found at most pet stores. It also works for outside training. I had to retrain my dog after moving and it was so hard. But she finally got the hang of it. You may have to use 3 to 4 pads in the same area until dog gets the hang of it. Also they still have accidents from time to time. Keep pads changed often. Also if you see dog going in another area a lot move one puppy pad to that area it works. This can be done on carpet as well as hard surface floors. I did both in my old house.
