I was wondering how much this procedure costs and who can I get ahold of to find out more about who is a candidate for this procedure etc,.

Well first of all this would depend on the country you live in. If you live in Canada, it could very well be covered under your health insurance. If you are in the States or another country, it will depend on your insurance policy, and what is considered cosmetic surgery, rather than a health issue.
I can't speak about how much the out of pocket expenses you would have to pay, as I don't know where you live, or if you have an insurance policy that allows a certain amount of this to be covered.
Your best bet is to see your family physician, and ask for a referral to a specialist, who has experience with this. It's not as uncommon as you may think.
Be prepared for the extreme pain and healing time if you decide to have this procedure done. I've heard that it often takes a good month or two for this to heal, and can take up to a yr. for scaring to not be visible, although I'm sure all cases are different.
