A relative died and included my downs syndrome brother as an heir. He is being cared for by the state of California. What will happen to his inheritance?

It will be declared to the State as would any other income. It is possible for an Attorney to request that part of it be held for a special purpose or purposes but the bulk will be used to reimburse the People of California.
