Oh yeah! A testosterone booster can be anything which tends to increase test. That includes saturated fats and squats, as well as any number of supplements and herbs. Steroids are pretty heavy duty drugs which should be used under medical supervision only.

So in short a steroids are synthetic testosterone. And a test booster or more specigicly a naturala test booster consists of natural componets that encourage your body to manfucture more testosterone than it would on it's own?

More or less. Testosterone might be prescribed by a doctor for an older man, the same way that HRT might be prescribed for a woman. Low test levels are a major factor in a lot of male degenerative conditions. However, I assume you are thinking about how to boost T so that you have bigger muscles and can lift more weights? In that case, your best bet is lifestyle, heavy lifting, diet and suitable supplements, and let your body make its own.
