Can the attorneys control the interest rate on a judgement they have won? Who controls that?

Interest on judgements is a matter of state law. There are interest rate calculators which can figure out the total debt, if you know the rate. Calculator - Judgement Collections (http://www.judgmentcenter.com/Calculator.htm)

Do you know where I can find the "state law"?

First read the judgement, this normally should be specific to this,
Call the clerk of the court and see what the allowed interest is
