I have not used Pro 3.0 but have had 2006 on my machine for years. It will likely produce sites that are easier to "clean up" and validate than FrontPage, which is notoriously MS-centric and proprietary. It will be less powerful than than Dreamweaver or the Adobe product.
I might suggest that you also try HateML which has some powerful PHP, etc. options.
