What visa should I use. Since our birthdays will be in this coming July and August, and it is February already. If I file for K-3, will there be enough time? And what about if I just ask for regular visitor visa? Even if we have been married in Philippines, she has no intention to state in the US after the visit, will this satisfy the requirement for application of visitor visa for her? Thanks in advance.

If you are a USC, it will be very very difficult, to get a B visitor visa to enter the US as a Filipino national. There is a strong presumption of immigrant intent that must be overcome at the NIV interview, and if she is married to a USC, and she has no history of visiting the US and returning, then it is almost impossible to convince the conoff to issue the visa. Likely to be denied under INA section 214(b).

I think your better off filing for a K-3 visa. Starts with the I-130 filing, then use the receipt notice to file the I-129 and K supplement for the K-3 visa classification approval, then to AMCON for the NIV interview. Check the USCIS website for processing times. Bad timing, good luck!
