Hi I have a 92 honda civic lx 4door lately the electric has been rather fanatic I would take it to a shop but I'm a poor college student so I honestly can't afford it

1. when I rev the engine to 1500rpm the speedometer will go to about 15 mph. if I do this while using the turn signal it will jump between 15 and just above 0 so about 5mph. Once I'm going faster than 15mph I don't even notice a difference except maybe 2mph if I really look. This will happen with just about any electronic thing in the car

2.both my headlights went out at the same time later I tried my high beams and they flashed out as soon as they turned on. I checked all the fuses I could think of that would have anything to do with it I check all the headlight fuses as well as some under the hood fuses. I have been suggested to check the relay for the headlight but haven't had time yet I will do that today

Any help would be greatly appreciated

Problem 1:

. Check all underdash fuses with a test light or multimeter:

. Check the speedometer.

. Check the printed circuit board (PCB). Clean contacts.

. Check the Variable Speed Sensor (VSS), located on top of the transmission. Clean VSS connector.

Problem 2:

. Check all underhood and underdash fuses with a test light or multimeter.

. Check/replace the combination light switch.
