You can't. You require a driver for the camera (a piece of software that the computer uses to "talk" to the camera, and understand the signal the camera provides).
To get a driver you need at least to know the brand and type of the camera.
Once you have that, just "google" brand and type number and the word driver, to get to a download site for the driver. Install that driver, and your camera will operate with your computer.
You can buy a new webcam complete with driver for less than $ 15,00.

The lucky option is plugging it in and having the operating system recognize it and automatically install software for it. Otherwise, if it has a FCC ID number on it, the manufacturer may be determined at the FCC ID search link on the left at the FCC's Office of Engineering and Technology (http://www.fcc.gov/oet/ea/) and then the manufacturer searched for via Google or general web search for drivers.

Scleros : all true, but it was given that there is no name (data , brand, type) for that webcam.
You are right : of course always first check if the OS can install it. But normally that only is possible for older equipment versions.
