Why would there come hot water from cold tap? We had a break in the main water supply, it was fixed. Can cold weather be the cause or lower water pressure?

All taps or just one? Do you also get only cold water from hot taps?

Is the fixture in question a single handle fuacet? Need some more info. Is it just hot to start and then turns cold, or does it stay hot.

Tell us where exactly the braek was and who did the fix? A plumber would come back to verify his work was correct at no charge.

It's all faucets, some are single i.e kitchen, bathrooms are hot and cold separate . And I get hot water initially in the cold then it turns cold, hot taps stays hot from the beginning.

The break in the water main stemmed from a Time Warner screw up when they buried new cable a few years back. 3rd time it breaks, over a year since last time, it seems to coincide with the city cranking up the water pressure.

But we never had this problem before.

It sounds to me like you have a bad single handle cartridge in one of your single handle fuacets. This could be allowing hot water to cycle through the hot and cold side of fuacet, inturn acting kind of like a recerc line. This can be a tricky thing to locate. I would start by repairing (replacing cartridge) at one single handle fuacet at a time. Please let me know what you think.
