In a 1040 ez form where do I enter my Gross Distribution amount? This does not go totaled in with the wages, salry, tips etc.? I was give a lump sum payment back in August 08 and the Fed's took their cut, but now I have to send the State theirs and am not sure where to put GROSS DISTRIBUTION on my federal 10401 ez form

A gross distribution is normally on some form of 1099, be it 1099-INT, 1099-DIV or, most likely, 1099-R.
You CANNOT put data from a 1099-DIV or 1099-R on a Form 1040EZ; you need at least a Form 1040A.

Now that you have answered my question about not being able to put gross distribution on a 1040 ez, can I exclude that all together and not report it being the federal government has already taken their share? My bottom line is how do I figure out what I owe the State being I have to take an adjusted total from my federal form? I'd like to get a refund from both Fed and State

Negative. If you got a Form 1099-R or 1099-DIV, then you MUST report it somewhere on your tax return.
Failure to do so can cause your return to be rejected.

Lines 14 or 15 of Form 1040A or Lines 15 or 16 of Form 1040.
You CANNOT report the distributions on Form 1040EZ
